Dunn was born in Saffron Walden.〔(Dunnsland )〕 Educated at Corpus Christi College, Cambridge,〔“Who was Who”1897-1990 London, A & C Black, 1991 ISBN 0-7136-3457-X〕 he graduated BA as 29th Wrangler in 1863. Ordained in 1864,〔London Ordination'' The Times Monday, May 23, 1864; pg. 6; Issue 24879; col E〕 his first post was a curacy at St Mark’s, Notting Hill.〔(Anglican Bishops of Canada )〕 In 1870 he became curate, and in 1872 Vicar, of All Saints, South Acton.〔(Acton, All Saints )〕〔(British History On-line )〕 In 1892 he was elevated to the Episcopate,〔"The Clergy List, Clerical Guide and Ecclesiastical Directory" London, John Phillips, 1900〕 as the fifth Bishop of Quebec.〔Rev.
